ExoCAM and ExoRT add-ons for CESM 1.2.1

a collection of code and initial files for running CAM in flexible

and idealized modes, relevant to extrasolar planets.  Designed to 

be linked with ExoRT.  ExoRT is two stream, correlated-k radiative transfer code

that works both off-line in 1D or linking with CESM via shared source code.
